SERPAJ - Service for Peace and Justice

Local issues : From 1973 to 1985, Uruguay lived under a particularly strong civic-military dictatorship. The return to democracy did not allow real progress in the search for the truth, nor for justice concerning the acts committed during those dark times. A bill passed in 1986 prohibited prosecution against the alleged authors of grave violations of human rights during the dictatorship and the issue of impunity remains topical.

Local issues : The state of Chiapas, in the South of Mexico, has a large indigenous population spread through several ethnic groups descending from the Mayas (Tseltales, Tzotziles, Choles, Tojolabales, etc.). The armed confrontations linked to the uprising of the EZLN (Zapatist Army of National Liberation) in 1994 have long ended but the region remains the scene of high tension. Despite being rich in natural resources, the indigenous population of Chiapas is affected by widespread poverty, discrimination and internal conflicts.

Local issues : Mexico regularly announces its commitment for the respect of international treaties on human rights. However, so far, little progress has been made, particularly in regards to the fight against impunity. Arbitrary arrests and ill-treatment in detention, discrimination against indigenous minorities, violence against women, suppression of social movements, threats against the defenders of human rights, are widely prevalent.

Local issues : Colombia has had great political violence for more than fifty years: extortion from guerrilla groups or para-military militias, state violence (arbitrary detention, extra judiciary executions, ill-treatment in detention, etc.). The dialogue between the Colombian authorities and a part of the guerrilla movements leaves hope for an improvement of the situation but for the victims of grave violations of human rights it is extremely difficult to have their situation recognised, to obtain remedy and to see the perpetrators convicted by the Colombian judiciary. The only way out is often international justice and especially the InterAmerican Court of Human Rights.

Local issues : The internet conflict that has ravaged Colombia for more than fifty years has left countless victims, disappeared or displaced. In the Narino state, located in the southwest of Colombia near the Equatorial border, drug dealers, guerilla and different right-wing paramilitary groups engage in a merciless war for the control of the territory, especially the areas where coke is produced. The civil population is the first victim of violence and can barely make their rights acknowledged by the local autrhoritie.
